Abstract – Policy Research on Mongolia’s Pet Law Implementation
This policy research brief examines enforcement and governance challenges in the
implementation of Mongolia’s Pet Law and related legal frameworks.
While Mongolia
has established legal provisions addressing companion animal management,
institutional coordination, inspection capacity, and administrative oversight remain
limited.
Fragmented responsibilities across municipal and national bodies, insufficient
funding mechanisms, and weak reporting systems contribute to gaps between legal
standards and practical outcomes.
The paper analyzes structural barriers affecting humane animal management within
broader public health, urban governance, and regulatory systems. It identifies the
need for strengthened enforcement units, improved inter-agency coordination,
standardized monitoring mechanisms, and expanded public education and veterinary
access. By framing companion animal welfare within governance and policy systems,
this research supports evidence-based dialogue, academic collaboration, and
institutional reform aimed at advancing humane governance standards in Mongolia.
